One place to start is with language used in the military. Another place to start is how we raise our sons. A third place to work is the the ranks and officer levels explaining, and yes, it seems necessary to that rape is a criminal act of violence; an act not to be covered up; an act not to be blamed on the victim who is told to think of the welfare of the group. Gee, isn't she part of the group whose welfare matters? Just how many stars does it take to get that?
