In some cases, Bush administration backtracked on pledge to rectify errors.

It is August, the second August since Katrina, and from now until mid-September we are in the height of hurricane season.

All that has not been done says so very much to the concern of the government for the people here, and anywhere else in the country who is watching this not unfold.
