From the AP and MSNBC Reports document post-Katrina failures.

Any American city could face destruction by the forces of nature. If we don't all stand behind New Orleans and the entire Gulf Coast, what will happen to your town, your shoreline, your city when disaster strikes? There are still blue roofs in Florida two years later. Something is not being done right. We need to know what and do something about it, all of us. We say here, "We are Louisiana." We need to say "We are the United States and we take care of our own."
